數字經濟是以數據資源為關鍵要素，以現代信息網絡為主要載體，以信息通信技術融合應用、全要素數字化轉型為重要推動力的新經濟形態(tài)。近年來，數字經濟發(fā)展速度之快、滲透范圍之廣、影響程度之深前所未有，正在成為重組全球要素資源、重塑全球經濟結構、改變全球競爭格局的關鍵力量。而城市作為技術變革與政策創(chuàng)新核心載體，也正成為推動可持續(xù)發(fā)展與全球協作的關鍵力量。在2025全球數字經濟大會上，北京攜手歐洲、北美、亞太、中東及拉美等地區(qū)的40余個核心伙伴城市，共同發(fā)起成立全球數字經濟城市聯盟。
全球數字經濟城市聯盟將聚焦數字基礎設施建設、跨境數據治理、人工智能倫理、智慧城市應用等關鍵議題，深化城市集群協同發(fā)展、產業(yè)生態(tài)共建、數字治理創(chuàng)新等實踐。從2023年全球數字經濟大會首次提出“數字經濟伙伴城市”合作倡議，到2024年北京市聯合首批成員啟動“六項行動計劃”，再到2025年在聯合國訓練研究所、國際電信聯盟、聯合國國際貿易中心等國際組織的支持下，發(fā)起成立全球數字經濟城市聯盟，彰顯了北京持續(xù)探索數字經濟發(fā)展理念和創(chuàng)新路徑的實踐精神。
